This is apparently a demo of parallel parking in a car built by engineering students form the University of Toledo. It was displayed at the schools engineering expo in the spring of 2006.
It is interesting to note that the parallel parking device has an undercarriage (similar to aircraft) that practically lifts the vehicle and moves it in a perpendicular direction.
